People transferring their normal residence from a non-EU country may be able to import qualifying used personal belongings without import duty or import VAT when the applicable conditions are met. Under the general EU transfer-of-residence rules, the customer normally needs to have lived outside the EU customs territory for at least twelve continuous months, and the belongings generally need to have been owned and used for at least six months before the move.
The goods must normally continue to be used for the same purpose after import. Eligible belongings are generally imported within twelve months of establishing the new residence, and restrictions can apply to lending, hiring or transferring them during the following twelve months.
Supporting evidence may include identity documents, proof of the previous residence, Belgian registration or residence documents, an employment contract, tenancy agreement, property document and a signed inventory. The exact declaration route and accepted evidence depend on the customer's circumstances and the customs office handling the consignment.
